So there will be a permanent commission of over 20 members who will manage the air quality through strict measures, research, identification, better coordination, and resolutions of problems related to air quality index.
Non-compliance of any rule will be a punishable offence:
Furthermore, any non-compliance of any rules or direction by the commission will be a punishable offence with fine upto Rs one crore or jail term upto five years or maybe both.
What all Powers will the commission have?
So what all powers will the commission have? The commission will have the power to take mitigation measures, issue orders and entertain complaints under any other law such as the Air ( Prevention and Control of Pollution) Act, 1981 and Environment( Protection) Act, 1986. Also, the commission will have the power to prohibit the activities that will increase air pollution in NCR and nearby areas.
Commission to have three subcommittees:
The commission will be headed by a full-time chairperson of secretary rank or chief secretary rank bureaucrat. The commission will have three subcommittees:
- monitoring and identification
- safeguarding and enforcement
- research and development
The commission will tackle the air pollution issues in Delhi, Punjab, Haryana, Rajasthan and Uttar Pradesh.
